The Ontario Immigrant Nominee Program (OINP) is an economic program that helps Ontario attract skilled workers, college graduates and others with valuable skills and experience.
The program includes two main paths:
- Ontario's Expression of Interest Streams for candidates with a job offer or Ontario diploma and
- Ontario's Express Entry Streams for candidates with in-demand skills by inviting them through the federal Express Entry system.

OINPOntario's Expression of Interest Streams
For these streams, candidates must register on the OINP website and submit a Statement of Interest (Expression of Interest) to be eligible to receive an invitation to apply for nomination from the Province of Ontario.
If you have a job offer in Ontario:
- Foreign Worker Stream - for skilled foreign workers with a valid job offer in Ontario (TEER 0-3)
- International Student Stream - for recent graduates of Canadian educational institutions who have received a job offer from an employer in Ontario (TEER 0-3)
- In-Demand Skills Stream – for foreign workers with a job offer in certain occupations that are in high demand in Ontario (TEER 4, 5). List of suitable professions
If you have a Master's or PhD degree from an Ontario university:
- Masters Graduate Stream - for candidates who have completed a master's degree from an accredited Ontario institution
- PhD Graduate Stream - for candidates holding a PhD degree from Ontario universities
OINPOntario's Express Entry Streams
These streams operate through Express Entry To qualify, you must have an Express Entry profile, be eligible for one Express Entry programs Federal Skilled Worker or Canadian Experience Class and receive Notification of Interest from the province of Ontario.
If you have the skills and experience that Ontario employers need:
(job offer not required):
- Human Capital Priorities Stream — For candidates with qualified work experience, education, and language skills relevant to in-demand occupations in Ontario. No Canadian work experience required.
- Skilled Trades Stream – for foreign workers with work experience in Ontario in eligible skilled trades.
- French-Speaking Skilled Worker Stream — For French-speaking candidates (CLB 7+) with good knowledge of English (CLB 6+) who meet the needs of the Ontario labour market. No work experience in Canada is required.
