April 28, 2025, Canadians made their choice - the Liberal Party retains power. What will new priorities in immigration policy look like and what should candidates for permanent residence and temporary migrants expect?
1. Decrease in immigration levels
The Liberals aim to keep the number of new permanent residents below 1 % of Canada's population.
2025: 395,000 people (-21% decrease from the original goal of 500,000)
2026: 380 000
2027: 365 000
2. Restriction of temporary migration
By 2027, the share of temporary foreign workers and students should not exceed 5 % of the total population of the country.
3. Support for French-speaking immigrants outside Quebec
- Government aims to grow Francophone community outside Quebec
- The share of French-speaking immigrants should rise to 12 % by 2029
- For comparison: in 2025 it is 8.5 % or 29,325 people
4. Digitalization and optimization of processes
- Faster processing time for all types of applications
- Clearing backlog by implementing new digital solutions
5. Global Skills Strategy Update
The program will be modified to:
- Provide support for fast-growing high-tech companies
- Actively attract highly skilled specialists from all over the world
6. Recognition of foreign diplomas and work experience
- Plans include simplifying and speeding up recognition of foreign qualifications at the provincial level so immigrants can more quickly find jobs in their specialty.
7. Strengthening control over the asylum system
- Only well-founded and substantial applications will be accepted for consideration.
- Focus on cooperation with the US to curb illegal flows
